The consolidation of the labour laws into four codes signifies the government’s commitment to modernising and improving work and workers’ rights in India.

Firstly, the consolidation provides clarity around definitions of wages in the wage code while providing increased coverage of minimum wages for all workers.

Secondly, the industrial relations code sets out the rules regarding trade unions, resolving disputes, the provision of lay-offs and closures.

The social security code, in addition to increasing social protection for all workers, particularly gig, platform, and unorganised workers, expands their access to social security.

Lastly, the occupational safety, health, and working condition code, consolidates provisions related to occupational safety, health, and welfare across industry.

All of the above will replace multiple overlapping regulations and provide access to formal labour protections for all workers.

Why do the labour codes matter?

India’s employment laws have long been viewed as outdated, fragmented and difficult to comply with, as a result, employers faced multiple overlapping regulations impacting them and millions of workers in the informal sector were excluded from protections provided by formal labour laws.

The new codes seek to:
