A 31 year old man named Charanpreet Singh, also known as Chini Kubaheri, was shot and killed in a busy market in Sector 9 on March 18. The guns were given by Lucky Patial, leader of the Davinder Bambiha gang.
A woman related to a top IPS officer from Punjab was caught by the Chandigarh Police after they found out she had planned the murder of a real estate agent in broad daylight earlier this March.
The cops said she was in touch with Lucky Patial, a thief who lives in another country. Patiala is said to have set up the shooters and the arrangements for the killing, which has brought law and order in the union territory back into the spotlight.
In a busy Sector 9 market on March 18, 2019, people on bikes shot and killed real estate agent Charanpreet Singh, 31. Singh, who was also known as Chini Kubaheri, was heading to his car after leaving the gym when he was shot.
Now, the police say that Amreen Rai, who is from Chandigarh’s high class Sector 35 and is married to an IPS officer from the 1994 Punjab batch, planned the murder. She was caught on Sunday.
Punjab Anti Gangster Task Force and the Haryana Special Task Force
The Punjab Anti Gangster Task Force and the Haryana Special Task Force caught two guys after a short gunfight the day after Charanpreet Singh was killed. Rajan, whose real name is Piyush Pehalwan, and Pritam Shah, whose real name is Nawashahr, are accused of killing Chini by shooting her.
At first, Punjab Police Chief Gaurav Yadav thought that the two shooters were close friends of Patial, who is currently the leader of the Davinder Bambiha gang. Patial lives in Chandigarh but works from the US, with the help of people he says are his helpers and managers, such as real estate agent Harshpreet Singh Bains. Amreen Rai is said to have talked to Bains about getting in touch with Patial.
Patial is one of the most infamous thieves in northern India. His Bambiha gang and the Lawrence Bishnoi gang are rivals and their fights have led to many murders and daylight killings in Punjab, Haryana, Delhi, Rajasthan and other parts of the country. The gang leader, Davinder Bambiha, was caught in 2016 and Patial took over as head of the gang. He has been running his networks from outside of India.
Manjeet Sheoran, SP of the Chandigarh Crime Branch, said that Amreen harbored a deep seated hatred for Charanpreet Singh as of a domestic quarrel. It started when Singh sold her a piece of land for a very high price, but wouldn’t give it to her.
As Sheoran put it, Amreen wanted to teach Charanpreet a lesson, so he asked the notorious gangster Lucky Patial to help him kill him.

The link between gangsters
According to sources in the Chandigarh Police, Amreen Rai bought a 4.5 acre plot of land from Charanpreet Singh in 2023. Rai is a housewife who depends on her family’s money. She later found out, though, that the property was worth a lot less than the Rs 8 crore she paid for it, based on her own research and estimates. Officers said she was very angry when Singh constantly put off giving her the keys. She hasn’t been able to get to the land yet.
Amreen went to Harshpreet Singh Bains, another real estate agent in Mohali, as she was angry that she thought she had been cheated on the price and the delay in getting the keys. Lucky Patial was in charge of Harshpreet. He was doing many things at the instructions of Lucky Patial, a police officer told ThePrint. Amreen knew of his connections, which is why she went up to him.
In the past 1.5 to 2 years, Harshpreet and Amreen got in touch with each other. After that, Amreen met Patial, and she kept in touch with him through encrypted apps for a few months, the cop said.
So far, the probe has shown that Amreen reportedly offered Patial more than Rs 1 crore to send hitmen to kill Charanpreet Singh. She wanted to get back at Chini for cheating on her and making her miserable by not giving her anything for years, even though she paid.
A few days after catching Harshpreet Singh Bains with an imported.45 caliber gun and two live rounds, the UT Police made the amazing discovery. At a station, the cops stopped him.
Verification showed that the gun that Harshpreet had was registered in Amreen’s name, Sheoran said in a statement Monday.
Lucky Patial handled the logistics after the agreement and gave the shooters Rajan alias Piyush Pehlwan and Pritam weapons, a motorcycle and money through different channels, he added. On March 18, they did what they were told and killed Charanpreet Singh with a gun.
