BPCL Assures Citizens of Efforts to Ensure Smooth LPG Imports Amid Geopolitical Blockade

In an important move to keep the energy lifeline in India afloat, the Bharat Petroleum Corporation Limited (BPCL) has gone ahead to tell its citizens that all efforts are being made to ensure that it imports LPG despite the narrowing of geopolitical blockade in the West Asian region.

The confidence is timely against a background where Strait of Hormuz, an almost important energy trading route to which almost 90 percent of India LPG imports are channeled, is a storming-ground of international hostility. With marine traffic reduced to a crawl and the cost of insuring tankers increased many folds, BPCL and other state-owned Oil Marketing Companies (OMCs) are in unison with the Union Government to work through what is being termed as one of the most complicated logistical problems in the recent energy history.

BPCL has been open regarding the existing limitations and has acknowledged the fact that the geopolitical circumstances and blockade have forced the company to have to use the stocks at hand carefully. In order to save the ordinary man, the firm has developed a strict hierarchy of needs and domestic households are at the very top of the list of the needs.

A top official of BPCL explained that the main focus of the company is the 33 crore Indian kitchens that rely on the company. Although blockade has grown the rate at which importation packages occur, we are wisely utilizing our reserves so that the blue flame does not go out on any family in the country.

In order to avoid artificial scarcity and hoarding of the period of uncertainty, the Ministry of Petroleum and Natural Gas has introduced a 25 day inter-booking regulation. This implies that consumers have 25 days between refills, an action aimed at extending the supply that currently exists to a broader range of consumers and eliminating panic booking that will lead to disastrous distribution chain.

The Joint Command: Control of Industrial and Commercial Requirement

As it has been realized that the crunch is also impacting business, a Joint Committee has been constituted on the high level, which comprises of Executive Directors of BPCL, Indian Oil (IOCL) and Hindustan Petroleum (HPCL). The work of this committee is a fine balancing act of taking care of the limited imported LPG pool in the non-domestic sector.

The committee is in progress of hearing submissions made by other industries. As important facilities such as hospitals and learning institutions are being insulated against the cuts, business users and especially the hospitality industry are being called to collaborate as the country pursues the security of residential energy.

Humanizing the Logistics: The Seafarers and the Shore

Behind all the decisions made by the boardrooms and policy orders, there is a human factor to this blockade and this is what is most of the time not observed. Presently, the number of Indian-flagged ships that are present in the unstable Persian Gulf is 28. These vessels are under the control of hundreds of Indian seafarers who are cruising through risky areas to deliver fuel back to the Indian shores.

These vessels are in constant contact with the Ministry and BPCL using a 24-hour control room that was introduced in late February. The crisis is personal to the families of these seafarers and the overtime working delivery staff at the bottling plants.
