Senior Congress leader P. Chidambaram took a toughish swipe at Uttar Pradesh, where such activities have been politically justified in recent years, and came out strongly to criticise a Karnataka minister who has reportedly called for the use of the bulldozer in his efforts against recent contravention of the law by a powerful person. His statements have sparked off the national discourse on using bulldozers to punish a person and the extent of executive authority.

Chidambaram Calls Bulldozer Action ‘Outside Rule of Law’

In response to the Karnataka minister’s statement, Chidambaram remarked that the demolition of properties without a due legal process was against fundamental rights laid in the Constitution. He cautioned that the mob should not guide leadership and should not be guided by immediate reprimand, and that they should follow the rules of law as they are.

Chidambaram calls bulldozer action

The former Union minister pointed out that the rule of law mandates the investigation, the notification, hearing and judicial control and further called any effort to avoid these measures is the misuse of state powers.

Swipe at Uttar Pradesh’s ‘Bulldozer Model’

Chidambaram made a comparison, without mentioning names, to Uttar Pradesh where bulldozer demolitions have frequently been presented publicly as an anti-crime weapon. He claimed that the practice has provided a dangerous precedent and may cause the normalisation of collective punishment.

Chidambaram claimed that even individuals who commit serious crimes deserve due process, and destruction of property before being found guilty destroys the system of justice. He explained that punishment by bulldozer is not permitted under the Constitution, and that other states should not adopt such models.

Karnataka Minister’s Remarks Trigger Political Row

The scandal broke out when a Karnataka minister reportedly said that he might employ bulldozer action against some offenders, and these statements soon received some backlash by the Opposition parties and civil rights organisations. Although the state government has not provided a thorough clarification, it was reported that the comment was a show of exasperation with law-and-order issues rather than a policy position.

The leaders of the opposition in Karnataka noted that the comment flouted the constitutional ideals espoused by the Congress Party and required the state authorities to denounce it.

Debate Over Due Process and Executive Power

According to the legal authorities, the re-emerging controversy underscores the mounting tension between the executive action and judicial protection. The warning against arbitrary demolitions has been issued by the courts, including the Supreme Court, and the importance of not suspending property rights and procedural fairness has been emphasised in the name of law enforcement.

Chidambaram reiterated these points when he remarked that governments should not give in to populist urges and that they should rule by institutions rather than symbols. He put in the fact that abuse of the powers of demolition would place administrations under legal scrutiny and loss of public trust.

Congress Seeks to Reassert Constitutional Position

In the Congress, his statements are being interpreted as an attempt by Chidambaram to strengthen the party stance of constitutionalists in the face of ever-increasing political polarisation. According to party leaders, the Congress is not in favour of extra-legal action and firmly believes in judicial procedures, despite the pressure of the political party.

The problem is also likely to keep echoing in the political discussions, particularly as the states are increasingly under scrutiny regarding law enforcement practices. To date, the incisive intervention on the part of Chidambaram has left the leadership of Karnataka and the wider notion of the bulldozer politics squarely in the national limelight.
