In a major boost to a “Digital India”, the Rural Development Ministry has said that people in 19 states can directly download digitally signed copy of their land record online and it is applicable for transfer purposes. This takes land administration from “in-line” to “online” and closes the chapter of physical visits to Tehsil or Revenue offices for primary documentation.

This is a part of the Digital India Land Records Modernization Programme (DILRMP) that has achieved near-complete saturation in core modernization components across states — computerisation of all textual records (almost 90 per cent), computerisation of registration (nearly 50 per cent) and integration between textual and spatial records.

The 19 States Leading the Way

Digitisation of land records is an endeavor that is being undertaken across the country, however these 19 states (and UTs) are at the milestone where they are able to provide digitally signed copies which can be taken as legally valid documents for all official purposes such as banks for loan etc or making transactions.

North & NW : Punjab, Haryana, Rajasthan, Gujrat, Maharashtra Himachal Pradesh J&K (UT) -I only.

Central: Madhya Pradesh, Chhattisgarh.

East and northeast: Odisha, Jharkhand, Tripura, Assam and Bihar.

South: Karnataka, Tamil Nadu, Telangana, Kerala, Andhra Pradesh.

Note -Issue of property registration and mutation are automatically integrated in as many as 88% of these SROs through revenue office leading to automatic mutation after registering the property.

Downloading the Land Records at Home

Every state has it’s own portal also. The interface changes, but the workflow is always the same:

Ways to Visit State Portal: Jump on the website of land record your state have (It can be Bhulekh UP, Mahabhulekh, or Bhoomi Karnataka and AnyRoR Gujarat).

Choose Location Details: Select your District, Tehsil (Taluka) and Village from dropdown respectively.

Enter Search Criteria: You can search with Khasra/Survey Number, Khata Number, or Owner name as per the record.

Verify & view: Do the captcha verification in order to see the record on this screen.

Download Digital Signed Copy: Find the tab “Download Digitally Signed RoR.” Legal or certified version: An additional charge (usually ₹15–₹50) is applicable and can be paid online via integrated payment gateway.

The “Bhu-Aadhar” and Online Mortgages

The government has also added two new technical legs to protect your land;

ULPIN (Bhu-Aadhar)

Just like your individual Aadhaar identification, the Unique Land Parcel Identification Number (ULPIN) is a 14-digit alphanumeric code specific to every land parcel derived from its geo-coordinates. Around 36 crores coast have been tagged with this “Bhu-Aadhar till early 2026,” making it extremely difficult for double-registrations to take place.

Banks now have online access to land records and status of the mortgage in 406 districts throughout India. This also eliminates the “non-encumbrance” certificates manually generated and accelerates the home or agricultural loan process from weeks to just a few days.
