The chief minister of Uttarakhand made it clear that this year’s Char Dham Yatra—the lifeblood of Devbhoomi Uttarakhand must be better organised, safer, cleaner, and more technologically advanced so that visitors from India and other countries can have a better experience.

The Uttarakhand Chief Minister has finished making the Strict Action Plan for 2026, which is good news for pilgrims.

Chief Minister Pushkar Singh Dhami led a high-level review meeting at the Secretariat on Thursday. He told officials to make sure people’s needs come first, especially when it comes to heli services, rather than just making money. He made it clear that each person is responsible for the safety and comfort of travellers.

He told them to do a better job with the Green & Clean Char Dham Yatra program they ran last year. To ensure the yatra doesn’t use any plastic, proper collection boxes will be set up along the way, and strict rules will be put in place on how much plastic can be used. He also said that anyone trying to spread false information or rumours about the yatra would be met with an FIR right away and strict punishment.

It was important for the Chief Minister that local governments, NGOs, and young people take part in the yatra so that it becomes a mass movement. When it came to heli services, he made sure that standard operating procedures (SOPs) were strictly followed, that helicopters were maintained and health checks were required, and that operations were not overloaded by giving people enough time to rest.

Important Rules for the Char Dham Yatra in 2026

A high level  meeting was led by Chief Minister Pushkar Singh Dhami to improve the Char Dham Yatra experience for visitors.

The plan is mostly about making the yatra better organised, safer, cleaner, and latest  with technology.

Some of the directives include making real-time weather tracking stronger, providing better healthcare, and making sure that necessary goods are always available.

Measures for operations and safety

Helicopter services must strictly follow SOPs, and repair checks and the use of CCTV and AI-based monitoring systems is required.

Concerning supply management, CM Dhami made sure that there would be no shortages of LPG, petrol, diesel, or other necessities. This was done by giving responsibility for supply to district supply officers and having central officers check on them every day.

To improve health care, he made sure that there were enough medical units and temporary hospitals set up along the roads. The veterinary services will also get bigger. A lot of attention was paid to making sure there was clean water for drinking through CSR and other means.

Putting the comfort of the pilgrims first, he ordered that toilets, shelters, and other basic services be built on a big scale. A good spot management and crowd control system will be put in place using real-time digital tracking to cut down on wait times.

The online registration system will be even better by adding more counters at places that are already very busy and by making digital processes easier. For safety reasons, all CCTV cameras along the road will be turned on, and AI-based surveillance systems will be put in place where they are needed. Control rooms will also keep an eye on things continuously.

He made sure that there were enough police and home guards at key roads, crossings, and markets because he was very strict about law and order. A strong traffic plan will be put in place to avoid traffic jams, and different ways will be found to make sure that local traffic doesn’t get slowed down.

For emergency management, it was ordered that weak spots be identified in advance and resources sent there. The SDRF, NDRF, and local government will be able to work together more effectively, and there will be 24×7 helplines and control rooms to ensure that emergencies are handled fast.

He told the officials to ensure that locals and travellers work together to find a lasting solution to past problems with community meals (bhandaras). People who overcharge will face harsh punishments, and all shops will have to put up rate lists.

More detailed instructions

The Chief Minister said that all cars must have proper health certificates, green cards and trip cards for transportation. Along the yatra paths, the supply department has been told to make sure that LPG, oil, petrol and diesel are always available.

MLAs, Chief Secretary Anand Bardhan, Director General of Police Deepam Seth, top administrative officials, and District Magistrates from the affected areas attended the meeting. Cabinet Ministers Bharat Singh Chaudhary and Satpal Maharaj also attended virtually.
