India has launched a new comprehensive counter-terrorism strategy called “Prahaar”. This strategy is intended to modernize how India coordinates intelligence, increase the speed at which it responds to terrorism and increase oversight over those who finance terrorism. Officials state that this policy is an important part of creating a “zero-tolerance” policy for terrorism in India.

The Ministry of Home Affairs created this policy and has indicated that it combines existing counter-terrorism resources into one operational doctrine. The government will also be using modern technology and cooperation among various agencies within the government to implement this new policy.

One of the main objectives of the Prahaar initiative is to close the gap that exists between the central and state security agencies, thereby creating an organized command and control structure for all of the security agencies involved in fighting terrorism. The Prahaar creates a system of sharing intelligence collected in real-time among law enforcement, paramilitary and intelligence agencies.

Under the Prahaar program:

  • A national database will provide a centralized digital grid for all information collected by the various security and intelligence agencies.
  • All State Operating Procedures (SOPs) will become standardized between the different states.
  • All rapid response units will be provided enhanced training and equipment.

The Prahaar initiative, according to government officials, will eliminate bureaucratic delays and reduce inter-agency cooperation issues that occur during dangerous operations.

Technology-Driven Counter-Terror Strategy

A cornerstone of Prahaar is its focus on advanced surveillance and predictive analytics. Authorities plan to deploy artificial intelligence tools to monitor suspicious financial transactions, encrypted communications, and cross-border networks.

Technological countermeasures are a priority for the Prahaar Initiative:

  • Artificial intelligence-based assessments of risks posed by criminal organizations.
  • Enhanced units for cyber-monitoring.
  • Use of drones and satellites in monitoring areas vulnerable to terrorism.

Security experts have stressed that contemporary terror organizations typically rely on digital channels; therefore, it is paramount for governments to be technically prepared to combat terrorist threats.

Counter-terrorism

Disrupting financing for terrorism has become a top priority of the Prahaar Initiative

Under the Prahaar Initiative, the Government of India is committed to developing more comprehensive methods of tracking financial transactions in order to prevent terrorist financing. A significant part of this strategy involves increasing collaboration with financial intelligence units and international organizations in order to uncover and freeze assets associated with terrorists.

The Prahaar Initiative has adopted the following measures to disrupt the financing of terrorism:

  • Increased compliance requirements for banks and fintech companies.
  • Increased scrutiny of international fund transfers.
  • Accelerated procedures for confiscating assets belonging to individuals or organizations involved in terrorism.

Officials have repeatedly emphasized that choking the financing of terrorism is the most effective way to dismantle terrorist organizations before they can execute attacks.

The Prahaar Initiative recognizes that stronger management systems at the borders and within India are critical to addressing the threat of terrorism.

Prahaar Initiative’s strategy for improving security at the borders includes enhanced surveillance systems for monitoring the borders and increased cooperation between the Border Forces and intelligence agencies in order to better manage border security.

Internally, the Prahaar Initiative focuses on countering radicalization of individuals, engaging communities in support of counter-terrorism, and monitoring the Internet to prevent radicalization and recruitment of individuals into extremist groups.

According to law enforcement officials, both immediate threats and long-term concerns will be handled through a balanced approach of enforcement and prevention.

Reforming Legal and Institutional Systems

Prahaar advocates amending current anti-terror laws to facilitate quicker prosecution and reduce backlogs (still on-going).

Specialized courts and digital case-management systems are to be used to ensure that processes take place quickly.

Prahaar also recommends:

  • More training for prosecutors dealing with terrorist cases.
  • Improved witness protection programs.
  • Improved cooperation with international security agencies.

Law enforcement officials believe that legal efficiencies must occur for counter-terror operations to result in successful prosecutions.

Political and Strategic Significance

Prahaar’s launch coincides with new and evolving challenges to regional security, with an increasing concern about cross-border terrorism. Officials have stated that this new action provides proactive doctrine rather than simply reacting to developing conditions.

According to security experts, Prahaar represents India’s simultaneous effort to establish strong deterrence against terrorism (domestic/transnational) and evidently attempt to adopt international standards related to best practices for counter-terrorism. Through the integration of technology, intelligence reform, and financial controls, the execution of Prahaar demonstrates a total solution to combatting these types of threats.

Ultimately, once execution begins, the success of Prahaar will be based upon reproducible success in preventing acts of aggression, dismantling terrorist organisations, and improving collaboration amongst various components of the large Indian security infrastructure.

At this time, Prahaar reflects the advancements made by the Government of India towards developing a plan to combat terrorism now and into the future.
