Amidst increased tensions and indirect negotiations regarding ceasefire, Iran has allegedly made a set of hard-line demands for ending its conflict with America. These demands mostly stem from senior Iranian military leaders and represent a hardening of Iran’s position; thus making diplomatic solutions even more difficult to achieve.

Here are the seven main Iranian demands from recent negotiations and news reports:

1. Formal End to War

Iran’s overriding demand is a formal declaration that there will be no more war. In order for Iran to consider signing a peace agreement with America, they want to receive some kind of written assurance that the peace agreement will be complete and final and that there will never again be an interim ceasefire.

2. Guarantees Against Future Attacks

Iran’s demand for guarantees from America that no military action or military support from the United States and/or from any NATO member (particularly Israel) will be used to conduct future attacks against Iran. Iran is concerned about the possibility of future hostilities following the signing of any peace agreement.

3. Payment of War Damages

Iran is seeking payment for all war damages resulting from U.S., UK, and Allied military action against Iran. These amounts are to be used for restoring damaged infrastructure in Iran due to acts of war as well as reimbursement for economic losses suffered during the war.

4. Removal of U.S. Military Presence in the Area

Iran demands that the United States close its military bases both in the Gulf and throughout the Middle East. This demand is consistent with Iran’s long-standing desire to decrease U.S. influence in the region.

5. Lifting of All Sanctions

Iran demands full removal of all unilateral U.S. and multilateral international sanctions, which have greatly harmed its economy due to various reasons.  Sanction relief is considered to be necessary for any long-term peace agreement. 

6. Authority Over the Strait of Hormuz 

One particularly controversial request is for an enlarged authority over the Strait of Hormuz, which is essential to the flow of oil in and out of the world. Some proposals appear to provide that Iran will have control over the regulation or economic benefit produced from the transit of ships through the Strait. 

7. No Limits on Iran’s Missile Program 

Iran has vigorously resisted any measure restricting the limitations of its ballistic missiles. Iran asserts its defense capabilities are not for negotiation. Increasingly, tensions are rising and doubt in both countries are growing; much of what has been presented by the U.S. government has been described as unrealistic, reflecting the gap between the two sides. 

In contrast, Iran has issued strong threats of retaliation if attacked, and has indicated there is an increasing likelihood of further escalation, rather than compromise.

Uncertain Path to Peace 

While meditative efforts are currently taking place with the help of countries such as Pakistan, Turkey, and Egypt, the possibility of peace talks continues to exist, but on a fragile basis. 

Iran’s numerous demands suggest that any final deal will involve a large number of concessions, so resolving things quickly will not be possible.

Bottom Line:

Iran proposed a seven-point framework and will sign formal agreements in order to gain broad strategic, economic, military, and historical advantages. Its willingness to negotiate demonstrates its desire for assistance in achieving these objectives; however, the level of demand indicates that it will be difficult to develop a clearly defined solution to the situation.
