Months after IndiGo’s massive flight cancellations to highlight high levels of market concentration in the Indian aviation industry, the Union Civil Aviation Ministry has given early approval to two new airlines, Al Hind Air and Fly Express, in an effort to enhance competition in the national market. The move is made at a time when there is increasing pressure to make airlines more diverse in the fastest-expanding aviation market globally.

Clearance Granted In Pursuit of Competition
In a move to highlight the fact that the ministry has given No Objection Certificates (NOCs) to Al Hind Air and Fly Express, the Civil Aviation Minister Ram Mohan Naidu gave them the go-ahead to proceed with regulatory procedures that will enable them to expand their operating doors. The approvals are after consultation with some of the potential airline operators over the last week.
In the view of the minister, competition is currently on the government agenda after the volume of passengers has been growing, and the drawbacks of a highly concentrated market are becoming more pronounced.
IndiGo Flights Disruption Brought Policy Rethink
The shift is a result of a significant operational crisis in April, when IndiGo cancelled nearly 4,500 flights in just a few days due to staffing and scheduling problems. The delays caused thousands of passengers to be stuck in the airports of the country, leading to criticism by travellers, aviation analysts and industry organisations.
As IndiGo has almost 65 per cent of the Indian domestic aviation industry, the episode underscored the systemic risk of reliance on one carrier. Analysts had cautioned that any massive collapse in any major airline could easily develop into a nationwide crisis.
Who Are the New Entrants?
The Al Hind Air is an airline promoted by the Alhind Group based in Kerala, which is planning to target southern India first. The airline intends to use a fleet of ATR turboprop aircraft, which focuses on short-haul routes and regional routes. It is also in the process of obtaining an Air Operator Certificate (AOC), the final regulatory certificate required to start flights.
Fly Express, a carrier that has also gained its NOC, has announced that it will also enter the domestic market in the near future but no information concerning its fleet and its network is available yet. The two airlines are likely to take several months to become operational.

Other than Al Hind Air and Fly Express, there is another airline called Shankh Air, which is situated in Uttar Pradesh and has already obtained its NOC and is projected to commence its operations in 2026. The civil aviation ministry has indicated that it is still accepting more applicants as long as they can satisfy safety, financial and operational conditions.
India has already approved six new operators, with many being regional strategies since 2020, based on the government’s wider effort to increase connectivity as part of measures like UDAN, without sacrificing safety standards.
Market Situation and Future Prospects
Currently, the Indian aviation industry is dominated by IndiGo and the Air India Group, which account for more than 90 per cent of domestic traffic. Smaller carriers like Akasa Air, SpiceJet, Star Air, Fly91 and IndiaOne Air take the rest.
Aviation analysts indicate that new entrants in the business may stabilise fares, improve service quality and minimise systemic risks. They, however, warn that it is difficult to maintain operations in the price-sensitive and infrastructure-constrained market in India, as the fuel prices and aircraft shortages increase.The government, on the other hand, has restated that the future policy will be determined by passenger interest, safety and operational resilience.
