The government of India made a special Economic Assistance Package announcement on Monday and pledged to provide USD 175 million to the Republic of Seychelles during a joint news event with Prime Minister Narendra Modi and President Dr. Patrick Herminie of Seychelles after meeting in New Delhi.
The announcement is significant for diplomatic relations between India and Seychelles, marking the 50th anniversary of the establishment of relations, as Seychelles celebrates 50 years of independence.
Both countries are committing to work together to advance development initiatives following a review of their strategic priorities.
According to an official announcement, the USD 175 million package will be used to support concrete development initiatives in the areas of priority concern to the Seychelles Government. Those areas include:
- Social Housing Assistance; affordable and sustainable housing options;
- E-Mobility Programs; supporting the development of clean transportation and technology;
- Vocational Training; Job Development initiative targeting Youth;
- Healthcare Improvements; improving the public health infrastructure of the country and delivery systems;
- Defense Cooperation; improving security cooperation and joint capabilities for maritime security and stability;
- Maritime Security; working together to improve the protection of maritime shipping lanes and ensure regional stability within the Indian Ocean region.
The Prime Minister explained how these initiatives would lead to new career opportunities and ways to develop skills for Seychellois people (particularly youth), thus expanding the potential growth of Seychellois’ ability to earn money through job creation and making more work available than ever before.
India’s Diplomatic and Strategic Vision:
The Prime Minister stated that there are no typical diplomatic relations between India and Seychelles, nor do either country have traditional diplomatic relations. The two nations’ relationship is based upon trust, a long history between India and Seychelles, and centuries of maritime trade relationships (throughout the Indian Ocean) and factors inherent to India in the Indian Ocean.
From an Indian perspective, Seychelles is an integral part of India’s MAHASAGAR Vision and the MAHASAGAR concept (an initiative to promote collective regional security and co-operative partnerships between all member states within the I.O.Z.). He stated that both countries will continue to enhance their level of collaboration in areas including FinTech; Digital Transformation; and Trade using Local Currencies.
During his official state visit on October 10, 2025, Dr. Patrick Herminie (President of Seychelles) visited India (his first visit as the head of state), where he visited locations in Chennai and Mumbai before concluding with a meeting with several Indian dignitaries at Raj Ghat in New Delhi. The President’s trip is an important opportunity for strengthening bilateral ties with Indian ministers and government officials and enhancing economic, cultural, educational, and scientific collaboration between the two nations.
The purpose of President Herminie’s visit was twofold: reaffirming the historic relationship between Seychelles and India, clarifying their shared geopolitical priorities concerning regional stability; and discussing key governance issues related to both countries’ economies and potential collaboration on regional security issues.

A Broader Perspective on the India/Seychelles Relationship
There has always been a strong level of cooperation between Seychelles and India since the two countries established defence and maritime security partnerships, primarily due to India’s role in providing maritime patrol and equipment to enhance Seychelles’ ability to maintain national sovereignty while securing its vast Exclusive Economic Zone (EEZ) adjacent to Seychelles’ territory.
Moreover, India’s recent announcement demonstrates an even deeper commitment by India to be a key development partner and strategic neighbour for Seychelles within the greater Indian Ocean region, indicating a shared vision for developing peace and security as well as fostering sustainable development throughout their respective regions.
Outlook
Analysts have viewed this $175 million donation to be consistent with India’s increased involvement with Island Countries located in the Indian Ocean Region in order to counter-balance regional power and assist these nations with their development objectives. Now that both India and the Maldives celebrate their 50th anniversary of their friendship, this relationship will continue to develop beyond the domains of trade and technology to achieving greater security.
