The negotiations between the Indian Government and the Mazagon Dock Shipbuilders Limited (MDL) have now concluded for India’s largest Defence Procurement Programme (DPP) for the large scale project of procurement of submarines (huge project of ₹99,000-crore), this project will now move forward to the competent levels of the Government with regards to final approval.

Under this proposed arrangement, MDL and TKMS will jointly build submarines for the Indian Navy. MDL will build new submarines using the German submarine design and engineering, in conjunction with the Indian domestic production capability.
The submarines will be built at the MDL facility in Mumbai. Components for a substantial portion of the submarine will be produced in India. Additionally, TKMS intends to transfer submarine design and build technology to Indian engineers, thus permitting the development of sophisticated submarine building capabilities.
The submarine program supports the overall goal of achieving defence indigenisation through the “Make in India” initiative, whereby a significant share of defence elements will be manufactured in India. By building the new submarines in India, the project will strengthen the defence industrial base in India and limit the need for foreign defence purchases.
