Parliamentarian and senior Congress leader Shashi Tharoor has been invited to the state banquet that will be given to Russian President Vladimir Putin at Rashtrapati Bhavan on Wednesday. The overture is in the lead-up to a full-protocol state visit to India by Putin in the face of world-monitored diplomatic events and priorities in the world geopolitical arena.
The cabinet ministers, the diplomats, as well as select political leaders representing various parties, will also be present at the dinner hosted by President Droupadi Murmu and attended by Prime Minister Narendra Modi.

Opposition Presence Signals Bipartisan Engagement
The invitation of Tharoor, a former diplomat to the UN and one of the most internationally recognised parliamentarians in India, is an indication that the government is willing to incorporate the voices of the key politicians in a significant engagement in foreign policy.
According to the Congress sources, the presence of Tharoor highlights the fact that India has a history of bipartisan diplomacy towards its important foreign alliances, despite foreign relations attracting criticism in domestic politics.
Other opposition leaders are also believed to have been invited, but confirmations were not instantly forthcoming.

Russia Visit Comes Amid Global Tensions
Here, the visit of Putin to India comes at a moment when Moscow is still under consistent Western sanctions after the Ukraine war, and New Delhi is walking a very thin diplomatic rope – keeping defence relations with Russia, but deepening strategic relations with the United States and Europe.
The diplomats anticipate that among the issues that will be discussed during the visit are energy cooperation, defence acquisitions, trade settlement systems, and coordination of geopolitics in the Indo-Pacific and Eurasian regions.
To India, Russia is a key ally in such fields as nuclear energy, hydrocarbon, defence apparatus, and strategic technology.
Tharoor’s Foreign Policy Profile Makes Invitation Notable
Shashi Tharoor is a former UN Under-Secretary-General and an influential figure in discussions of India’s changing relations with world powers, including Russia.
Although he has been vocal about some of the policies of Moscow, particularly regarding the war in Ukraine, analysts note that his presence indicates an Indian preference for the continuity of its foreign policy consensus regardless of the party in power.
Political analysts indicate that the invitation also underscores an initiative to showcase India’s pluralistic democracy in high-profile meetings.
Congress Response Reserves Comment
The Congress party has not come out with an official declaration regarding the invite, but according to the developments, the party has perceived such diplomatic activities as an institutional operation of India and not partisan politics.
Tharoor is supposed to attend, but his office has not made any announcement publicly.
In early 2010, he had said that India needed to uphold its historic relationship with Russia and yet heavily emphasized peace, saying that the stand of India was complex but historically consistent.

Government Opts for Broader Representation
According to officials familiar with the protocol, invitations were sent to political leaders based on stature, foreign policy experience, and seniority in parliament.
Rashtrapati Bhavan dinner is traditionally known to have a mixture of government personalities, opposition personalities, diplomatic missions, strategic experts, and highly respected people in the realms of culture.
Analysts point to the desire of New Delhi to show the diplomatic equilibrium, particularly because the Russian-Indian relations are a hot topic in Western capitals.
