On Sunday, Ukrainian authorities arrested the former energy minister, German Galushchenko (Herman Halushchenko), when he was trying to leave Ukraine. The National Anti-Corruption Bureau of Ukraine (NABU) stated that he was detained at a border crossing (reportedly after being taken off a train) as part of an investigation into an alleged high-profile corruption case in the energy industry.

NABU did not name him but stated that detectives arrested a former energy minister during implementation of investigative steps relating to the so-called “Midas” case while he was crossing the state border and that some of those steps have already been authorized by a court.

Operation Midas is an ongoing investigation into alleged corruption relating to Energoatom, the state-owned operator of Ukraine’s nuclear power plants. The investigation began in 2025 and has resulted in a number of high-profile resignations, including two former energy ministers and Ukraine’s chief of staff. According to law enforcement authorities, large amounts of illegal money flows have been facilitated by associates of senior politicians, all of whom deny any wrongdoing.

Political Fallout and Public Reaction

The political climate in Kyiv has become much more strained as a result of recent events; meanwhile there is still war ongoing with Russia and multiple attacks on Ukraine’s power grid have continued throughout this conflict. The public’s anger has risen sharply due to allegations of government officials profiting in the energy industry during this time of hardship. Such actions have eroded public trust in the government.

Zelenskyy’s administration consistently mentions fighting against corruption as part of delivering reformed governance; this is crucial to Ukraine’s stated intention to join the European Union (EU) and build stronger relationships with Western countries. As they are also pushing for proof of accountability from their governments.

Border anti-corruption drive

Ukraine is currently experiencing a systematic approach to fighting corruption being led by NABU and SAPO. In addition to going after Galushchenko, no less than dozens of other current legislators (including former leaders) as well as ex-advisers have all recently been under legal scrutiny related to various forms of corrupt activities over at least the last several months.

The investigation into this matter will continue to grow in scope as discussions regarding extraditing suspects a/o collecting evidence associated with this matter will expand beyond the borders of Ukraine. 

Law enforcement recently detained Galushchenko in what can only be seen as a dramatic step forward in bringing G20 nations together to fight a common enemy: corruption. As stated above, additional information regarding the investigation and other activities will be forthcoming as soon as possible.
