Recent news reports indicate that Israeli Air Force has executed multiple air strikes at an Iranian Research and Development facility for Underwater Technologies located in Isfahan, Iran, which is part of the wider ongoing perceived conflict between Israel and Iran. Sources claim that the air strikes have struck this facility because of its involvement in developing, designing and producing undersea and undersea warfare systems.

This air strike is additional evidence of the increasing number of attacks specifically targeting Iran’s Military Industrial Complex—and of increasing military tensions in the region as well.

Raised facility

The Underwater Technology R&D Facility (UTRF) is reportedly responsible for a majority of the Underwater R&D that takes place in Iran through the design and fabrication of submarines and submersible vessels. The UTRF has also provided both manned and unmanned submersible vessels on behalf of the Iranian military.

The UTRF is believed to play an important role in Iran’s Naval Strategy, as it relates to key strategic water routes in the Persian Gulf with frequent usage of both mini-subs and unmanned, submerged aircraft.

The Importance of the Target

Iran’s possession and utilization of asymmetric warfare by means of small submersible vessels and remote-controlled ships, enhances the strength of Iran’s naval capabilities. The underwater research center located in Isfahan, in particular, was assisting Iran’s naval assets, which included R&D facilities for advanced autonomous submerged drone systems.

Destroying this research center will severely impede any future growth and upkeep of the 18 submarines estimated to belong to Iran, many of which can operate in shallow waters.

A Major Part of Larger Military Campaign

Israel had conducted an air strike against an underwater research center in Iran, which represents a significant step in the ongoing conflict between Israel and Iran’s maritime military capabilities, as well as being one of the elements of an all-out campaign to cripple Iran’s manufacturing base and military installations located in and around Isfahan.

There have also been many attacks in recent weeks against facilities associated with research and development of nuclear power, and energy production, indicating that Iran is now under a sustained and continuous strategic assault on its ability to wage warfare.

The rising tensions occurring in the Middle East with Israel and Iran, along with their respective allies firing missiles at one another, raise the concern of whether this will become a larger conflict in the region. Additionally, areas of conflict have caused damage to major energy shipping routes such as the Strait of Hormuz, resulting in high levels of international economic security concern.

Potential impacts associated with the destruction of Iran’s underwater research facility due to the use of explosive ordnance from the Israeli Air Force will involve several impacts in the short term, as well as longer term:

  1. Slower development of Iran’s naval modernization;
  2. limits to Iran’s construction capability of underwater drone and submarine production;
  3. a shift in regional naval power.

However, the Iranian government may consider building new facilities and/or relocating current underwater research facilities elsewhere for future naval modernization, given the history of relocation of facilities after past conflicts.

In summary, the bombing of Iran’s underwater research facility represents a new phase of the conflict and demonstrates the importance of maritime warfare within the maritime strategy of the region. It also provides a message to potential aggressors that there are consequences for performing maritime operations.
