Mykhailo Fedorov, the Ukrainian Minister of Defence, expressed his gratitude to SpaceX and its CEO Elon Musk for taking steps to prevent Russia from unlawfully using Starlink satellite internet during the current conflict. Fedorov called Musk a “true champion of freedom and friend of the Ukrainian people,” while the two sides worked to ensure that the Starlink system was not misused.

Elon Musk congratulated the Minister for his compliment and reposted the message with the words “you’re welcome” on his social media site.

Why This Is a Concern?

Starlink is a critical system in Ukraine and is widely used by the military and by critical infrastructure, and is used to securely communicate and coordinate operations in the battlefield, particularly where war has caused disruptions to traditional internet and mobile phone architecture. Recently, it has been reported that Russian forces have been using unverified Starlink terminals, including those on attack drones, to extend their range and to avoid peripheral electronic jamming.

In addition, Ukrainian military commanders believe that Starlink terminals have been installed on long range Russian defence drones, based on battlefield photographs and evidence of the type of debris found in and on the battlefield.

SpaceX Restricts Russian Access

SpaceX has taken measures to counter unauthorized Russian access to its Starlink system, with Musk stating that the first measures “seem to have worked” in reducing the use of Starlink by drones and unauthorized Russian military units.

SpaceX states it has never sold Starlink terminals to either the Russian military or Russia, but has learned that at least some of those terminals (and may have involved others not associated with the Russian military) have been acquired by Russian combatants either through smuggling or via third parties.

Collaboration With Ukraine

Officials from Kyiv and SpaceX have been working closely together to coordinate their joint efforts on the Starlink network. According to Ukraine’s Minister of Defence, Fedorov, the first phase of these efforts produced “real results” in reducing the misuse of Starlink, and he has indicated that additional efforts will make accessing the Starlink network more secure.

The principal focus of this joint effort is the establishment of new systems for the authentication and authorization of Starlink terminals:

  • Only terminals that have been registered and verified will be permitted to connect to the Starlink network.
  • Terminals that have not been verified or are suspected of being unverified will be disabled to limit their potential for unintentional use by the Russian military.

At the same time, while this restriction aids Ukraine, it affects how much power is now concentrated in one non-government entity over front line technology, and it raises concerns about who controls this technology, as well as whether or not it is dependable, and what implications these kinds of technologies will have for international relations going forward.

Continued Reliance Upon, and Associated Risks

The ongoing reliance of the Ukrainian military on tens (if not hundreds) of thousands (or more) of Starlink units for internet coverage (especially at the front) means that any disruption or vulnerability presents an operational risk to the Ukrainian military. While measures that were put in place initially to stop, or limit, any misuse of Starlink units had some success, officials claim that further measures are necessary to ensure that Russia cannot regain access to Starlink, even via covert means.

The Larger Conflict Context

This situation goes hand-in-hand with broader issues in the overall conflict:

  • The use of UAV (drones) by Russia continues to take place inside Ukraine while simultaneous diplomatic discussions continue to take place regarding a cease-fire/ halt in hostilities.
  • Peace talks and security discussions are taking place across multiple fronts.
