India has already marked out about 300 products in areas like engineering goods, pharmaceuticals, agriculture, and chemicals that have a good export potential to Russia as both the nations strive to achieve a target of 100 billion bilateral trade by 2030, a top government officer told reporters.

The action will focus on sealing the expanding trade gap between India and Moscow and exploiting loopholes in Russia‘s import demand.

Commerce Ministry Maps Export Opportunities

The Commerce Ministry has developed a list of high-potential products based on an analysis of India’s supply strengths in terms of its import demand. According to officials, the exercise entailed mapping of complementary trade baskets to establish areas where Indian exporters can increase shipments at an expedited rate and at a competitive level.

Currently, goods valued at approximately $1.7 billion of the aforementioned categories are currently being exported to Russia out of its total imports of such goods at 37.4 billion, which demonstrates that there is a great export potential in the Indian businesses.

India identifies
  1. Engineering, Pharma and Chemicals Lead the List

One of the most promising sectors has become the engineering of goods. India is only selling engineering products to Russia at the value of $90 million, while the country imports $2.7 billion in the segment. The authorities stated that the process of diversification of sourcing in Russia, which will be done instead of China, can potentially open additional opportunities to Indian producers.

Another large area of growth is in pharmaceuticals. Compared to India, where the amount of pharma products exported is approximately $546 million, the overall amount of pharmaceutical imports is approximately $9.7 billion in Russia, which opens up the opportunity to grow in the field of generics and active pharmaceutical ingredients (APIs). There is also a significant disparity in chemicals and plastics, with India exporting $135 million and Russia importing the goods at more than $2 billion.

Agriculture Exports Show Untapped Potential

Agriculture and associated products have been pointed out as one of the major areas of opportunity. Even at the current stage, India exports approximately 452 million dollars of agricultural products to Russia, although the global import demand of Russia in this area is $3.9 billion dollars.

According to officials, processed foods, grains, spices, and agri-based commodities, among other products, may be more welcome in the Russian market due to cost competitiveness and growing production capacity in India.

Trade Imbalance Remains a Key Concern

The trade deficit of India with Russia has sharply increased over recent years, reaching $59 billion, mainly because of the increased imports of crude oil. The imports of Russia in India increased by more than 5 times, growing from $5.94 billion in 2020 to $64.24 billion in 2024, and they are basically mineral fuels.

The imported crude oil alone increased by $2 billion, from $55 billion to $57 billion, in the same period, as Russia became one of India’s biggest energy suppliers. India also imports a lot of fertilisers and vegetable oils from Russia.

Labour-Intensive Sectors Seen as Next Growth Engine

In addition to the high-value industries, government officials have indicated that labour-intensive industries in India, such as textiles, apparel, leather goods, handicrafts, light engineering, and processed foods, have great potential in Russia, which has a big consumer market.

India’s general presence in Russia’s import basket is low at approximately 2.3%, highlighting potential growth. The government is supposed to assist the exporters by facilitating trade, market access, and engaging the Russian buyers more closely.

According to officials, increasing exports to Russia will not only help balance the trade but also enhance India’s long-term economic engagement with one of its most important strategic allies.
